Yes, as part of a Canva design. Not on its own, and not in templates made for outside Canva.
Canva's Content License Agreement lists advertising, packaging, printed materials and resale products among permitted uses. Each Pro element is licensed per design, and Pro subscribers get a new licence automatically each time they reuse it. The restrictions are about using content standalone, putting it in templates, and a pixel cap for unedited Pro media online.
