Do I need an extended licence for print-on-demand?
Depends
For Adobe Stock, yes when the image is the main point of the product. Envato, Canva and Pexels have no extended tier and set their own limits.
Adobe Stock's Standard licence bars merchandise, including on-demand products, unless you've transformed the image into an original work or the image isn't the product's main value. The Extended licence explicitly covers print-on-demand. Envato Elements, Canva and Pexels don't sell an extended licence: they allow merch when you've added real design work and ban selling the asset more or less as-is.

What the licence says
Adobe Stock Standard (3.1(B)(2))
“(2) you may not incorporate a Work into merchandise intended for sale or distribution, including on-demand products, unless (a) the Work has been modified to the extent that the new work, as incorporated into such merchandise, is not substantially similar to the Work and can qualify as an original work of authorship; or (b) the primary value of such merchandise does not lie with the Work itself;”
“For clarity, you may use the Work in connection with (a) electronic templates and design template applications; (b) merchandise such as mugs, t-shirts, posters, and greeting cards; and (c) “print on demand” services, subject to restrictions on use of Stock Assets licensed under an Unmetered Plan for print on demand services.”
“(5) No Print On Demand. You will not use your access to Stock Assets licensed under an Unmetered Plan or Unlimited Plan in support of a “print on demand" business model.”
“End Products where skill and effort have been applied to incorporate the Item into a larger design (such as with text and other graphics/images) or used as product packaging are not considered merchandising and are allowed.”
“Use or display the Content on a standalone basis on websites or other venues designed to induce or involving the sale, license or other distribution of “on demand” products, including postcards, mugs, t-shirts, posters and other items;”
If a client sells products where your stock image is the hero (a poster, a mug design), budget for Adobe Stock Extended licences or use original artwork.
Adobe's Unmetered and Unlimited plans can't be used to support a print-on-demand business at all.
Shutterstock says its Enhanced licence allows merchandise and Standard doesn't, but its full licence page blocked our reader. See Shutterstock for what we could verify.
FAQ
Can I use an Adobe Stock Standard licence on t-shirts?
Only if the image is modified into an original work, or it isn't the main value of the shirt. Otherwise you need an Extended licence.
Does Envato Elements have an extended licence?
No. One Elements licence covers merch where you've applied skill and effort to work the item into a larger design. Using an item where the product's main value is the item itself counts as merchandising and isn't allowed.
